Job Summary

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.  

 

This position is in the Environmental Services Administration, Air Quality Division, and works under the general supervision of the Branch Chief. The incumbent will be responsible for assisting the Branch Chief and the Senior Air Quality Planner in conducting analyses of air quality data, calculating air pollution emissions inventories, developing text for air quality plans, and participating in outreach activities, among other tasks.

 

Job Duties

Interprets District and federal statutes, regulations, and guidelines for a specific environmental discipline. In addition, has practical knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree. Reviews environmental policies, regulations, guidelines, procedures, and forms. Sets up educational and technical displays, and prepares charts, graphs, statistical tables, and other aids for use by Department officials in conferences and community programs, and for reports and studies. Conducts presentations to the public and the regulated community on environmental and natural resource issues and concerns.

 

Review trade journals, news releases, technical reports, and District and federal legislations, regulations, and guidance documents for developments that might affect regulatory, compliance assistance, enforcement, and public outreach and education programs. Informs supervisor of any information considered significant. May participate in inter-agency and intergovernmental groups and organizations to address environmental matters; and conducts public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings. Assists in developing program documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets. Performs other related duties as assigned. Ability to work on a team in a planned and coordinated effort. Knowledge of effective oral and written communication.

 

Qualifications and Education 

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.  To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

 

Preferred Experience: The ideal candidate will have an understanding of the District and federal environmental and natural resource laws and regulations, principles, concepts, practices, methods, techniques and documentation and reporting requirements, and lawmaking and rulemaking processes related to the appropriate environmental or natural resource specialty. Knowledge and skill in using accepted practices, technology, and methods in the development of environmental and natural resource management and restoration practices, regulatory guidance, compliance assurance, and enforcement activities, and public education and outreach activities. Ability to use PC and software packages (e.g., Microsoft Word, Excel, Access and PowerPoint, etc.).
