Job Summary

The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.  

 

This position is in the Environmental Services Administration, Air Quality Division, and works under the general supervision of the Branch Chief. The incumbent will be responsible for assisting the Branch Chief and the Senior Air Quality Planner in conducting analyses of air quality data, calculating air pollution emissions inventories, developing text for air quality plans, and participating in outreach activities, among other tasks.

 

Job Duties

Interprets District and federal statutes, regulations, and guidelines for a specific environmental discipline. In addition, has practical knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree. Reviews environmental policies, regulations, guidelines, procedures, and forms. Sets up educational and technical displays, and prepares charts, graphs, statistical tables, and other aids for use by Department officials in conferences and community programs, and for reports and studies. Conducts presentations to the public and the regulated community on environmental and natural resource issues and concerns.

 

Review trade journals, news releases, technical reports, and District and federal legislations, regulations, and guidance documents for developments that might affect regulatory, compliance assistance, enforcement, and public outreach and education programs. Informs supervisor of any information considered significant. May participate in inter-agency and intergovernmental groups and organizations to address environmental matters; and conducts public participation activities, including participation in restoration advisory boards, public workshops, public meetings, and public hearings. Assists in developing program documents required by the Department, including strategic plans, briefings, annual reports, and fact sheets. Performs other related duties as assigned. Ability to work on a team in a planned and coordinated effort. Knowledge of effective oral and written communication.

 

Qualifications and Education 

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.  To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

 

Preferred Experience: The ideal candidate will have an understanding of the District and federal environmental and natural resource laws and regulations, principles, concepts, practices, methods, techniques and documentation and reporting requirements, and lawmaking and rulemaking processes related to the appropriate environmental or natural resource specialty. Knowledge and skill in using accepted practices, technology, and methods in the development of environmental and natural resource management and restoration practices, regulatory guidance, compliance assurance, and enforcement activities, and public education and outreach activities. Ability to use PC and software packages (e.g., Microsoft Word, Excel, Access and PowerPoint, etc.).

The work is performed in an office which is an adequately heated, lighted, and ventilated and in the field

Wildlife Biologist Job in Rock Hall, MD

Summary

This position is a Wildlife Biologist, GS-0486-9, working in Rock Hall, Maryland, for the Chesapeake Marshlands National Wildlife Refuge Complex.

This is a Term position, expected to last 13 MONTHS, but may be extended up to a total of 4 years at management's discretion.

Duties

As a Wildlife Biologist, your duties will include, but are not limited to, the following:

  • Coordinate refuge programs that affect biological resources including invasive species control, cooperative farming, wetland management, water quantity/quality, and grassland management.
  • Plan, coordinate, or administer activities such as habitat management, hunting, and/or invasive species control and prevention on refuges/public lands.
  • Plan and coordinate logistics for field inventories.
  • Navigate in remote locations using compass, map, and global information system (GPS) device.
  • Ensure that work is conducted safely, even under challenging and hazardous conditions.
  • Develop daily work schedules and set priorities.
  • Operate small motorboats or off-road vehicles.
  • Perform routine care of boats, small motors and off-road vehicles.
  • Maintain species identification skills sufficient to conduct aerial, boat, or ground (visual and song-based) surveys as appropriate.
  • Work with others in writing reports and publications.
  • Use various office software applications to generate textual reports, graphs, and presentation slides to provide results orally or written.
  • Maintain working relationships through written and/or verbal communication with stakeholders, program partners, and the public.
  • Analyze biological data and prepare report of findings.
  • Prepare and submit parts of various administrative reports including biological knowledge/data (refuge management information system, monthly activity, annual narrative, and progress reports on individual projects.
  • Use database, geographic information systems (GIS), statistical, and spreadsheet software applications to develop and maintain biological databases and analyze biological data.
  • Enter and access data in geographic information systems (GIS), geographic positioning systems (GPS) and ArcGIS to collect, transfer, and analyze the data for project planning, reports and other purposes.
  • Create, use and/or maintain spreadsheet and database programs (including GIS) to compute, compile, summarize, and analyze data in tabular, graphic, or narrative form.
  • Implement management plans, invasive plant management plans, studies and investigations required for species conservation, resource protection, ecological factors, public information, and other aspects of natural resource management.
  • Work as professional biologist coordinating activities of home unit with appropriate federal, state, native, and private organization and advisory bodies for biological monitoring and/or natural resource management activities.

Job Description:  

The mission of the Water & Science Administration of the Maryland Department of the Environment is to restore and maintain the quality of the State's ground and surface waters, protect wetland habitats and manage the utilization of Maryland's mineral resources throughout the State of Maryland. The Natural Resources Planner (NRP) is responsible for the management and implementation of laws, regulations and programs that restore and maintain the quality of surface waters and the protection of tidal wetland habitats and waterways.

This position functions as a wetland reviewer for designated counties in the Western and/or Eastern Regions of the Tidal Wetlands Division of the Water & Science Administration within the Department of the Environment. This position is guided by the requirements and mandates established in the Code of Maryland Regulations Title 26, Subtitle 24, Tidal Wetlands Regulations; Code of Public General Laws of Maryland Title 16 Wetlands and Riparian Rights and the Water Quality Certification requirements of the Water Quality Regulations. In this capacity, the incumbent renders permit decisions, represents the Department in a variety of forums, makes recommendations on program development and planning projects, and is responsible for educating and coordinating with other government agencies, other levels of government and the general public.
