Several Job Openings at USDA Beltsville

The Environmental Microbial and Food Safety Laboratory (EMFSL) in Beltsville Maryland has several paid job openings for those interested in either biological and chemical analysis of water quality and/or unmanned aerial vehicles (UAVs) based imaging of surface water. The specific project goals associated with this position are 1) identifying spatial and temporal dynamics of E. coli and phytoplankton in irrigation water sources 2) improve monitoring design methods by determining the most effective sampling locations, and 3) to identify environmental water parameters which will expedite the assessment of microbial water quality through the development of predictive models all of which include an aim to reduce the incidences of foodborne illnesses. The prospective candidate should be a recent graduate or master’s student with education in environmental or agricultural sciences, biology, chemistry, hydrology, or a related field. The biological science technician position will include a mix of laboratory, field, and data entry and analysis work. Ideal candidates will have some or all the following skills:

• Nutrient analysis of water or soil samples using ion selective probes and/or discrete benchtop analyzers for carbon, nitrogen, and phosphorous containing molecules
• Microbiological techniques including aseptic technique, pipetting, direct plating or membrane filtration onto agars, Colilert methods, DNA extractions, and PCR.
• Operation of in-situ water quality sensors for parameters including temperature, conductivity, and dissolved oxygen
• Basic statistical coursework, experience with excel, and preferably some experience with programming languages including R and Python.
• Experience with operating UAVs for imagery
• Aerial image analysis
  
  

Onsite training of the above skills will be performed and/or strengthened and can be tailored to specifics long-term interests of the hired individuals. The position would be full time (up to 40 hours a week) for recent graduates and can be flexible for master’s students depending on course obligations and ongoing research requirements. This contractor position may be extended for several years.

With approximately 330 officers and growing, the NOAA Corps supports nearly all of NOAA’s programs and missions. The combination of commissioned service and scientific expertise makes these officers uniquely capable of leading some of NOAA’s most important initiatives.

After initial selection, officer candidates receive basic training at the NOAA Corps Training Center at the U.S. Coast Guard Academy in New London, Connecticut. Upon successful completion of the training program, officers are commissioned as ensigns and start their career with NOAA marine or aviation operations. All of our officers serve aboard NOAA ships and/or aircraft during their career. About 80 percent of NOAA Corps officers go to sea.

Officers generally rotate between assignments on a cadence of every 2-3 years for mariners and 3-5 years for aviators. Officers typically serve in a land-based assignment between each sea or aviation assignment.

While at sea, NOAA Corps officers operate ships that map the seafloor, monitor oceanographic and atmospheric conditions, and support fisheries research. Our aviators pilot NOAA’s aircraft, including Twin Otters, King Airs, and our famous P-3 Orion and Gulfstream IV "hurricane hunters." These aircraft collect data essential to hurricane and flood prediction, nautical charting, disaster response, and resource management.

When not at sea or in the air, NOAA Corps officers apply their operational experience, expertise, and training to advance new technologies, lead program and project teams, and respond to severe weather events, oil spills, and other emergencies.

Officers have the ability to tailor their career to specific interests and aspirations. The NOAA Corps has qualifications for uncrewed system operators, divers, and small boat handlers.

Officers in land assignments support nearly every part of NOAA, facilitating scientific efforts as small boat operators, divers, logistics coordinators, liaisons, and more. We are excited to share that we will soon be posting multiple opportunities for Environmental Protection Specialist (GS-13) positions within the newly reorganized EPA Office of Environmental Justice and External Civil Rights (OEJECR) -- Office of Policy, Partnerships, and Program Development (OPPPD)--  Partnerships and Collaboration Division (PCD), and located in Washington, DC. These will be open to the general public and as such we are looking to attract great candidates with deep EJ experience. 

 

Each of the positions will focus on a different area relative to stakeholder engagement to advance environmental justice and external civil rights. The incumbent would, among other things:

 

1. Analyze and research regulations, programs, and policies related to environmental justice and external civil rights (EJ and ECR) to recommend strategies that will influence policies and practices at the federal, state, and local government levels. Develop informational and outreach materials based on results of analysis and to raise awareness of EJ and ECR practices and community coordination efforts, prepare recommendations and identify options for how to best present information to stakeholders and the public.

 

2. Deliver technical assistance, training, and tools to EPA program offices and regions, other federal agencies, state and local governments, nongovernmental organizations, faith-based organizations, philanthropic organizations, academic institutions, business and industry, rural and unincorporated communities, climate justice organizations, or youth-led or youth-focused organizations in the application of EJ or ECR policies, programs, and practices aimed at improving health and environmental outcomes.

Green Infrastructure Research Opportunity at EPA

Research Project: As part of their research project, the participant will analyze data, evaluate programs, identify equitable development practices, and use geostatistical tools to assess how programs are being carried out at the local level and whether they can better ensure benefits are available to all citizens. The project will inform a report with findings and recommendations.

USDA Pathways Positions
This position will be for a wetland specialist working out of Morgantown WV with statewide responsibility. This position will focus on making highly erodible land (HEL) and wetland determinations for Food Security Act purposes and learning the rules associated with it to function as an agency expert. The successful candidate will function as a one person HEL and wetland determination team in most circumstances.
